Injunction Issued in Central Dauphin School District Bussing DisputeNovember 5, 2009 Contact: (717)-541-1101 (Harrisburg, PA) - President Judge Richard A. Lewis of Dauphin County of Common Pleas issued an injunction halting the outsourcing of Central Dauphin transportation services to Durham School Services (Enclosure). A hearing is scheduled for November 10, 2009. On November 2 the Central Dauphin Bus Drivers’ Association filed a Complaint in Equity in Dauphin County Court asking for Injunctive Relief to prevent the Central Dauphin School District from outsourcing transportation services to Durham School Services beginning on November 9, 2009. Cathy Stone, school board president, disclosed at a Central Dauphin School Board meeting on October 26 that the District had executed a contract with Durham on October 21, 2009. The District has refused to provide a copy of the contract despite repeated phone calls and formal requests. On Friday October 30 the District furloughed all of the bus drivers. (Enclosure) The Association filed an Unfair Labor Practice relating to the furlough, and the refusal of the District to negotiate in good faith. The action was filed at the Labor Relations Board on October 30. The Association also requested the appointment of a Fact Finder on under Act 88 after the District unilaterally ended mediation. This action was also filed with the Labor Relations Board on October 30.
